None of my pets ever have, but if they did I would see a vet ASAP to have them treated. You should do the same.

No, and take it to a herp vet.
Are you absolutely sure it isn’t old (or current) shed?

No, and with out knowing what type of animal no one can give you much useful information. Seek a qualified herp vet for a proper diagnoses.
With many reptile you can use a diluted peroxide or iodine solution(25% to 75%water) to clean the area, dry and apply an anti-fungal cream. And using a clean dry artificial turf (like reptile carpet) can be helpful as well.

    ADD:
Take your poodle to the vet, most like you will be given some type of anti-fungal cream.
